The Coronavirus Act 2020. The act was introduced to Parliament on 19 March 2020, and passed the House of Commons without a vote on 23 March, and the House of Lords on 25 March. The act received royal assent on 25 March 2020.[1]
The Act is 339 pages in length as originally enacted, hence must have been some months, if not up to a year in preparation, suggesting prior knowledge and planning. Hence, on the 19th of March 2020 the scene in the House of Commons may have resembled a modern version of Plato’s Cave, where the cast of shadows was replaced by replaced by something more modern.
To assess how this came about, I need to reverse the chronology, not only of the prior weeks, but certainly in the prior months, and perhaps in prior years.
These are some notes I made as time passed, as suggestions for future research:
20200319 - Federal Reserve cuts rates to near zero, some paper trades with a negative yield. BoE cuts rates to 0.1%
20200318 - Starting on March 18, 2020, The Federal Emergency Management Agency (FEMA), under the Department of Homeland Security (DHS), was officially in charge of the US government's Covid response. This means that, in effect, starting on March 18, 2020, the HHS - which comprises the CDC, NIAID, NIH and other public-health-related agencies - had NO OFFICIAL LEADERSHIP ROLE in pandemic response - not in determining policy and not in implementing policy.
20200318 - 2020 (March 18) Bill Gates holds an "Ask Me Anything" Q&A on Reddit, one week after stepping down from the boards of Microsoft and Berkshire Hathaway. Gates calls for a national coronavirus tracking system, including "digital certificates" that show who has (and has not) been vaccinated.
20200318 - Wuhan announces the first day with no new cases.
20200317 - Following Ferguson's report Boris Johnston panics, abandons the pandemic plan, and institutes an Emergency with a full lockdown on the 23rd March.
20200317 - Looking at the infection and fatality numbers from the Diamond Princess, Ioannidis concluded in a March 17, 2020 Stat News article that the coronavirus case fatality rate in the general population would be no greater than the one percent case fatality rate on the cruise ship and would most likely be much lower, noting that the Diamond Princess had "a largely elderly population, in which the death rate from Covid-19 is much higher."
20200317 - USA The PREP Act from 2005 gets activated as a complete liability umbrella for anything that is done under the Coronavirus Emergency, now added into the Federal Register providing long-term liability cover.

20200313 - "On the 13th, the US Department of Health and Human Services issued a classified document that transferred control of pandemic policy from the CDC to the National Security Council and eventually the Department of Homeland Security. By the time that Trump met with Fauci and Birx in that legendary weekend, the country was already under quasi-martial law."
20200313 - As of March 13, 2020 the US National Security Council (NSC) was officially in charge of the US government's Covid policy.
20200313 - President Donald Trump is expected to declare a national emergency March 13 to provide faster and more direct relief surrounding COVID-19, according to NBC Universal.
20200311 - 2020 (March 11) The WHO declares Covid-19 a pandemic. This means that the waiver of liability under the U.S. PREP Act of 2005 applies.
20200311 - 2020 (March 11) Following the "official" declaration of the corona Pandemic by the Director General of the WHO, instructions were transmitted to 193 member states on the United Nations. The global lockdown started on March 11, 2020. And simultaneously the lives of millions of people in all major regions of the World were in jeopardy. The lockdown required the closing down of national economies as a means to resolving a public health crisis.
20200310 – Allegedly : "Isolating the date in the trajectory here, it is apparent that whatever happened to change Trump occurred on March 10, 2020, the day after his Tweet saying there should be no shutdowns and one day before Fauci's testimony. Based on a number of second-hand reports, all available clues we have assembled, and the context of the times, the following scenario seems most likely. On March 10, and in response to Trump’s dismissive tweet the day before, some trusted sources within and around the National Security Council (Matthew Pottinger and Michael Callahan, for example), and probably involving some from military command and others, came to Trump to let him know a highly classified secret. It seems that the virus had already been mapped in order to make a vaccine to protect the population. Thanks to 20 years of research on mRNA platforms, they told him, this vaccine can be rolled out in months, not years. That means that Trump can lock down and distribute vaccines to save everyone from the China virus, all in time for the election. He did not fully change his mind until August, when Scott Atlas revealed the whole con to him. There is another fascinating feature to this entirely plausible scenario. Even as Trump’s advisors were telling him that this could be a bioweapon leaked from the lab in China, we had Anthony Fauci and his cronies going to great lengths to deny it was a lab leak (even if they believed that it was). This created an interesting situation. The NIH and those surrounding Fauci were publicly insisting that the virus was of zoonotic origin, even as Trump’s circle was telling the President that it should be regarded as a bioweapon. Fauci belonged to both camps, which suggests that Trump very likely knew of Fauci's deception all along: the 'noble lie' to protect the public from knowing the truth. Trump had to be fine with that."

At this moment there are 546 confirmed cases of CoronaVirus, with 22 deaths. Think about that!" [Zerohedge : What changed? Deborah Birx reports in her book that Trump had a friend die in a New York hospital and this is what shifted his opinion. Jared Kushner reports that he simply listened to reason. Mike Pence says he was persuaded that his staff would respect him more. No question (and based on all existing reports) that he found himself surrounded by “trusted advisors” amounting to about 5 or so people (including Mike Pence and Pfizer board member Scott Gottlieb)}
20200309 - The government of Italy under Prime Minister Giuseppe Conte extends the lockdown to the whole of Italy restricting the movement of the population except for necessity, work, and health circumstances.
20200308 - Decree Of The President Of The Council Of Ministers expands restrictions to all Lombardy and large areas of Northern Italy.
20200306 - a spoksperson for the Chinese Foreign Ministry says that the Cronavirus began with a US Foreign athlete. Asks for the medical records of all 300 US Athletes at the Military Games.
20200302 - "Globally, about 3.4 percent of reported COVID-19 cases have died," WHO Director-General Tedros Adhanom Ghebreyesus said during a press briefing at the agency's headquarters in Geneva. In comparison, seasonal flu generally kills far fewer than 1 percent of those infected, he said." This stood in contrast to previous estimates, which were also above 2 percent: ‘Early in the outbreak, scientists had concluded the death rate was around 2.3 percent.’

20200301 - Estimated : 2020 (March) During the most critical weeks leading up to the obvious spread of the virus all over the Northeast of the U.S., leading to incredible carnage in nursing homes due to egregious policies that failed to protect the vulnerable and even deliberately infected them, public health officials in the US and UK were consumed not with a proper health response but with fear of dealing with the probability that this virus was man-made in China. They deliberated in secret. They used burner phones. They spoke only to their trusted colleagues. This went on for more than a month from late January 2020 to early March.

Patrick Vallance "No" Chris Whitty "For a disease with a low (for the sake of argument 1%) mortality a vaccine has to be very safe so the safety studies can?t be shortcut. Chief Scientist Patrick Vallance agreed with this advice and wrote that existing drugs should be relied on instead: "Agree, existing drugs best things to try for this outbreak. Accelerate vaccine testing where we have good candidates for future, and prepare for manufacturing capacity for longer term."

20200228 - In a March 2020 expert declaration under penalty of perjury, Gonsalves claimed, "Data from China indicates that the average infected person passes the virus on to 2-3 other people at distances of 3-6 feet." The declaration apparently supported legal claims that prisoners were at risk of COVID injury and should be released from the hoosegow.
When you read the New York Times article, you find there is no 'data from China' as Gonsalves claims. The only proof the newspaper article provides for 'six feet social distancing' is - get this - an artist's drawing.
20200227 - Fauci was fully apprised of the contents of McNeil's nutty February 27, 2020 NYT podcast. He most certainly listened to it. Here, the reporter did his best to whip up a wild public panic, predicting millions of dead and calling for nationwide panic and lockdown. Two days prior, Fauci was still making sense. He told CBS News in an email that “You cannot avoid having infections since you cannot shut off the country from the rest of the world” Do not let the fear of the unknown “distort your evaluation of the risk of the pandemic to you relative to the risks that you face every day” “do not yield to unreasonable fear.” Somehow, for some reason - maybe politics? - over the course of 48 hours, he flipped in the other direction.
20200226 - Recall that Pence replaced Alex Azar as Task Force director on February 26, 2020 and Birx's appointment as coordinator, at the instigation of Asst. National Security Advisor Matt Pottinger, came on February 27th. Subsequent to those two appointments, it was Birx who was effectively in charge of United States coronavirus policy.

20200220 - First Covid-19 case of Italian citizen diagnosed in Codogno. 78-year-old Adriano Trevisan, a retired bricklayer from the village of Vo Euganeo near Padua in the Veneto region became the first Covid death of a European recorded. The deceased tested positive for the virus and died in the hospital while being treated for pneumonia.
20200211 - Fauci has a meeting with Dr. Ralph Baric, the University of North Carolina coronavirus scientist, arguably the nation’s foremost expert on bat coronaviruses. The meeting includes Emily Erbelding, the Director of the NIAID Division of Microbiology and Infectious Diseases. Baric had a long-working relationship with the Wuhan lab, and, it would later be revealed, applied (unsuccessfully) for a $14 million DARPA grant with the Wuhan Institute of Virology and EcoHealth Alliance to insert a furin cleavage site into a chimeric bat virus and passage it through “humanized” mice to see if it had pandemic potential. Some virologists have called that leaked document a recipe for the Covid-19 virus. The Fauci/Baric meeting backs up against the NSC meeting with Phil Ferro. It’s not clear where Baric is during the meeting, if in-person or by phone. Was Baric on the NSC call or listening in? (Previously at Forbes, I [Adam Andrzejewski via OpenTheBooks] wrote about how Fauci continued to fund scientists like Baric and Fouchier by giving exemptions and narrowly defining scrutinized research - circumventing funding bans by Presidents Obama and Trump.)

Azar II, declared a public health emergency pursuant to section 319 of the PHS Act, 42 U.S.C. 247d, effective January 27, 2020, for the entire United States to aid in the response of the nation's health care community to the COVID-19 outbreak. Pursuant to section 319 of the PHS Act, the Secretary renewed that declaration effective on April 26, 2020, July 25, 2020, October 23, 2020, and January 21, 2021. The Public Readiness and Emergency Preparedness Act (PREP Act) authorizes the Secretary of Health and Human Services (the Secretary) to issue a Declaration to provide liability immunity to certain individuals and entities (Covered Persons) against any claim of loss caused by, arising out of, relating to, or resulting from the manufacture, distribution, administration, or use of medical countermeasures (Covered Countermeasures), except for claims involving “willful misconduct” as defined in the PREP Act.

The briefer responded that it wasn't clear yet. Pottinger, who was sitting on a couch, jumped to his feet. He had seen enough high-level arguments in the Oval Office to know that Trump relished clashes between agencies. 'Mr. President, I actually covered that,' he said, recounting his experience with SARS and what he was learning now from his sources - most shockingly, that more than half of the spread of the disease was by asymptomatic carriers. China had already curbed travel within the country, but every day thousands of people were traveling from China to the U.S.?half a million in January alone. 'Should we shut down travel?' the President asked. "Yes," Pottinger said unequivocally.

The first known case of coronavirus infection on the Diamond Princess was reported Feb. 1 in an ill 80-year-old passenger who left the ship in Hong Kong on Jan. 25. By Feb. 4, a quarantine was in place throughout the ship and passengers were largely restricted to their cabins. The dominance in samples of coronavirus with a particular gene "cluster" also suggests possible "superspreading" onboard, long before the quarantine began, the study authors said. The Diamond Princess event had 713 cases and 13 deaths.

In this modern version of Plato’s Cave these are the shadows cast onto the wall to manage the thoughts of the constrained. I have carefully excluded more recent evidence that suggests that what was going on in the real world was significantly different from the narrative received by the UK’s House of Commons on 19th March 2020. (see [2] and [3])
I may return to the real world narrative of 2020 at some future time. Where I want to get to is to, first, recognise that near synchronous madness enveloped the world in the first three months of 2020, irrespective of what happened later. Then, to consider how much was planned, and how much can be traced to flaws within the Systems, and at what points in time did things get set into place.
Plato doesn’t spend much time thinking about how the shadows on the cave wall are generated, yet purpose is implicit in the restrictions on the prisoners in his cave. His parable speaks to the responsibility of free men to determine the true nature of their surroundings.
Not much has changed.
